if the url with the staining pigments, is what you are referring then I would say no. These pigments are meant for lighter coating on the surface of something. As such they are not as concentrated as needed to get to a soil color unless you use alot of it in each quart.
I would use the pigments after the fibre is dried and brush it on to accent areas, like boulders and rocks, etc. On modeling fibre there is more absorption so it behaves differently. Remember when product is rewetted it softens so when you brush it on do it with a very wet brush. This will keep fibre off brush. I may also reshape it a bit with palette knife at this point.

the ones below were done with mix of dilute paint and tinting powders from Bragdon. these powders stick quickly, so I sprinkle very lightly on the very dry fibre, spread it dry then wet to smooth out the color(s).
Experiment a bit and let me know how the pigments worked. Just don't waste them on trying to color a batch of fibre. Get a 4.99 tube of liquetex burnt umber (brown)

I have mixed some earth brown paint that you get at hobby lobby, I think it was called Folk art brand. I mixed it with water to the true scene modeling fibre. Here is a photo, it is the lighter brown areas.

just as a note some of the craft brown paints, give mixed results. Have had one brand go towards purple. I assume the yellow is absorbed differently by the fibre leaving the purple.
